In Iraq, officials are working with coalition forces to establish reliable public utilities- essential components of successful rebuilding. Prior to solving problems however, those problems need to be openly discussed- not only with coalition forces, but among the key players themselves. Coalition forces are creating round-table discussions among departments to not only figure out how to provide the most effective assistance, but for Iraqi leaders to work toward solving problems themselves.
