    JOINT FORCE HEADQUARTERS, Puerto Rico - With a historical groundbreaking ceremony, the Puerto Rico National Guard began the first phase of its construction of new facilities at Fort Buchanan, Guaynabo. Puerto Rico’s Resident Commissioner in Washington, Pedro Pierluisi, Puerto Rico’s Secretary of State, Honorable Kenneth McClintock, the Adjutant General of Puerto Rico, Maj. Gen. Antonio J. Vicens and Fort Buchanan Commander, Col. Caryn Heard, were among the State and Federal agencies representatives at the ceremony, Oct. 25.

    As part of the PRNG infrastructure improvement plan, the construction will consist of five main buildings encompassing 155,000 square feet at a cost of more-than $40.5 million. It will house eight units with an approximate of 1,100 citizen-soldiers.

    “This will be the first entirely National Guard new construction on the island in more than 20 years,” said Vicens.

    According to the PRNG facility management office factsheet, the construction will be completed meeting all environmental standards toward the goal of achieving at least a “Silver Rating” on the Leadership on Environmental and Energy Design Standards (LEED).

    “For more than 90 years we have accomplished our responsibilities to our Nation and to our people in installations located in neighborhoods through the Island,” said Vicens. “We have seen the transformation of our society, and also, the transformation of our Guard. In this era of technology and advancement it is necessary to evolve in order to keep our presence relevant to our society.”

    The facility will be comprised of five main buildings that will include administration, classrooms, assembly hall, physical fitness, simulations building, unit storage, maintenance training bay and other ancillary facilities.

    The construction will provide the environment necessary to support the National Guard mission requirements conducive to the sustainable training, readiness and recruiting and retention goals.

    “We are celebrating this moment in the understanding that new and modern facilities will inspire its tenants, our soldiers and families to achieve even greater deeds,” said Vicens. “This construction, and those works that will eventually follow, will assure everyone that regardless of the situation, changes and challenges that lay ahead, we will stand fast. We will remain committed and loyal, ready to serve with the undying dedication that has always made the Puerto Rico National Guard the most trustworthy and respected institution on the Island."

    “Our National Guard has walked the extra mile since Sept. 11, 2001,” said Pierluisi. “Over 16,000 citizen-soldiers had mobilized and each one of them is a hero in my book.”
