Lt. Col. Neal Mitsuyoshi, Hawaii National Guard coordinates through an interpreter with his counterpart during the first Joint Humanitarian Assistance and Disaster Relief Tabletop Exercise between U.S. Army Pacific and the People's Liberation Army, Nov. 30. The tabletop exercise was part of a Disaster Management Exchange, Nov. 26 - Dec. 2, between the PLA and USARPAC. The 2012 DME was hosted by the PLA in three locations in China: Beijing, Kunming, and Chengdu. The DME is an annual USARPAC security cooperation event with the People's Republic of China and the PLA. The DMEs with China began in 1998 with actual visits beginning in 2005.
