Maj. Gen. Augustus L. Collins, the adjutant general of Mississippi, and Brig. Gen. Mitchell L. Brown, assistant adjutant general, survey the damage to the Percy Quinn State Park levee after receiving an “imminent failure” notification of a failing dam near the Miss./La. state line near McComb, Miss. Officials in Tangipahoa Parish, La. fear that the water from the dam would flow into rivers swollen from Hurricane Isaac rain and cause flooding into nearby residential areas.
