U.S. Navy Lt. Cmdr. Dustin Smiley, Combined Joint Task Force – Horn of Africa’s maritime coordination officer and liaison officer to the Djiboutian Navy, briefs multinational coalition officers before a tour of USNS Carl Brashear here May 9. Brashear is a Lewis and Clark-class auxiliary dry cargo ship named in honor of U.S. Navy Master Chief Petty Officer Carl M. Brashear, the first African-American master diver and first U.S. Navy diver to be restored to full active-duty service as an amputee. CJTF-HOA coalition officers work alongside their U.S. counterparts at Camp Lemonnier, Djibouti, to foster relations with their international partners and East African nations.
