Karl Schmitz, a Corps of Engineers quality assurance representative in Sawyer, N.D., takes a measurement on a temporary emergency levee April 12. Schmitz is a dredging coordinator for the U.S. Army Corps of Engineers, Rock Island District. He is in North Dakota assisting the St. Paul District fight the 2011 flooding. Schmitz also helped fight the 2009 flooding in Fargo, N.D.
