Staff Sgt. Kevin Tisdale, civil affairs team chief, 31st Marine Expeditionary Unit, 3d Marine Expeditionary Brigade, delivers a banner to staff members of the Municipality of Ternate, Oct. 8. The banner was created to commemorate one of two engineering capabilities projects for the 27th iteration of the Amphibious Landing Exercise. Phiblex '11 is a bilateral training exercise and security assistance program between the U.S. military and the Armed Forces of the Philippines. The exercise ensures disaster relief efforts are more responsive, efficient and effective and complement U.S. and Philippine humanitarian assistance efforts to improve quality of life for the Philippine people.
