Outgoing commander of the U.S. Army Civil Affairs & Psychological Operations Command (Airborne), Maj. Gen. David A. Morris, hands the command's colors to Lt. Gen. Jack C. Stultz, commanding general of the U.S. Army Reserve Command, during the USACAPOC(A) change of command ceremony, Sept. 20. Morris, who took command in 2007, is moving to U.S. Joint Forces Command in Norfolk, Va. to be the deputy director and joint force trainer for doctrine and joint capabilities development.
