Buckler Jr., with an American flag flown over the 412th Theater Engineer Command’s headquarters June 27. The presentation took place during Buckler's retirement ceremony June 29 at the Vicksburg Convention Center in Vicksburg, Miss. The 412th TEC conducted a change of command for incoming commander, Brig. Gen. Tracy A.
