Col. Scott Jackson, commander, 2nd Armored Brigade Combat Team “Spartans”, 3rd Infantry Division, gives a speech as the key note speaker for the change of responsibility ceremony held here at the Marne Garden, Oct. 25. The ceremony’s purpose was to signify the transfer of responsibility from Command Sgt. Maj.
