Philippine Navy Petty Officer 3rd Class Eric Rojelio, right, engineer, Naval Forces Southern Luzon, and U.S. Marine Corps Lance Cpl. Jeffery Simpson, combat engineer, 3d Marine Expeditionary Brigade (3d MEB), III Marine Expeditionary Force (III MEF), lay cinder blocks at Taysan Elementary School, Legazpi City, Albay, Republic of the Philippines, Sept. 27, 2013 during Amphibious Landing Exercise 2014 (PHIBLEX 14). Members of the Armed Forces of the Philippines, and U.S. Marines and sailors from 3d MEB, III MEF, are conducting humanitarian and civic assistance projects, which include engineering projects and cooperative health engagements, in Legazpi City as part of PHIBLEX 14. Humanitarian and civic assistance projects enable Philippine and U.S. military members to learn about each other's culture, train together, and improve interoperability while providing services to areas with identified needs.
