Spc. Valerie Neubauer from Shingle Springs, California, represents Headquarters and Headquarters Company, 4th Engineer Battalion, at the July Promotion Board. Her demonstrated ability to accept more responsibility and lead soldiers led her Chain of Command to recommend she join the ranks of the Noncommissioned Officer Corps.
