Gunnery Sgt. Gary M. Gonzalez, 39, from Alhambra, Calif., who is the civil affairs staff non-commissioned officer in charge of Detachment 1, Civil Affairs Team 5, 2nd Battalion, 11th Marine Regiment, Regimental Combat Team 5, stands outside the courthouse in the city of Rawah, Iraq, May 29, with a local Iraqi soldier as they wait for the meeting with contractors to begin. Much of the work Gonzalez does with civil affairs is with the local provincial government to help rebuild the infrastructure of the cities by putting together projects that will provide stability for the local citizens.
