The Sailor of the Year program is designed to recognize the outstanding sailors of the Atlantic and Pacific Fleets. The chief of naval operations established the Sailor of the Year program in 1972 to recognize the outstanding sailors of the Atlantic and Pacific Fleets. The Sailor of the Year program brings recognition to those sailors who selflessly give of themselves to the Navy and to their communities.
