Obock commissar Omar Farga gives a speech during a dedication ceremony for a meat processing facility in Obock, Djibouti, Apr. 14. Seabees assigned to Naval Mobile Construction Battalion 74, based out of Gulfport, Miss., completed the facility this month as part of a Combined Joint Task Force-Horn of Africa project to strengthen ties between the U.S. and Djibouti.
