The operation is taking place at dusk or dawn on what appears to be a military installation or airfield. A service member in Army Combat Uniform (ACU) stands on the truck bed directing the operation while another worker in a high-visibility vest is visible in the background.

    130th Airlift Wing

    Spc. Stephanie N. Fulgham a soldier of the 1257th Transportation Company, gives a thumbs-up to Staff Sgt. Timothy A. Runyon a member in the Aerial Port Squadron of the 130th Airlift Wing, West Virginia National Guard, for a proper loading of a pallet for delivery from Yeager Airbase in Charleston, W.Va. The 130th Airlift Wing is the staging ground for transporting supplies from the Federal Emergency Management Agency in support of relief efforts from the effects of Hurricane Sandy. The West Virginia National Guard has more than 550 members aiding in recovery efforts from Hurricane Sandy. The storm blanketed the state with heavy snow and rains and also had severe winds that left homes and properties damaged.
