U.S. secretary of state Condoleezza Rice shakes hands with key Kirkuk political party leaders representing the three largest groups - Arab, Kurdish, and Turkman - during her visit to the Kirkuk province in northeastern Iraq, Dec. 18. Rice led a U.S. delegation to the oil-rich province to discuss the controversial 140 Referendum and "political reconciliation" between the various leadership. The meeting was held at the Kirkuk government building in downtown Kirkuk.
