ECRC's Frocking Ceremony celebrated nine Sailors selected to Second Class and First Class Petty Officers. They have been selected for promotion to the next higher grade and were "frocked". Those Sailors may wear the rank devices of this higher grade. They are not yet entitled to pay, but are accorded the courtesies of that grade.
