Diego Francisco Bautista Medellín, commanding officer of the Colombian submarine ARC Pijao (SS 28), at the Diesel-Electric Submarine Initiative (DESI) closing ceremony held aboard Naval Station Mayport, Feb. 26, 2021. The DESI program, established in 2001 by U.S. Fleet Forces Command, currently partners with South American submarine-operating navies as they participate in fleet readiness exercises.
