Army Under Secretary breaks new ground for the future of Soldiers and families

Under Secretary of the Army Joseph W. Westphal tours an Army Career and Alumni Program (ACAP) facility which helps soldiers successfully transfer to civilian life, July 30, 2012 at Joint Base Lewis-McChord, Wash. Westphal visited the base to gain situational awareness of the progress of the ACAP program, to help break ground on a school rebuilding initiative, and to inspect advances in telecommunication healthcare.
