Noble Shirley is an annual exercise designed to exchange ideas to improve collaboration and interoperability, understanding and cooperation between the Israeli Defense Force and U.S. military. The Fleet Anti-Terrorism Security Team provides limited duration expeditionary antiterrorism and security forces in support of designated component and geographic combatant commanders in order to protect vital naval and national assets.
