The 2011 Navy Reserve Sailor of the Year Chief Master-at-Arms Doug Newman of Navy Reserve National Security Forces, Naval Base Kitsap, Wash., gets his combination cover ceremoniously placed on his head at the SOY pinning ceremony at the U.S. Navy Memorial.
