Bruce Ahlbrand, project manager for doctrine development, hands an Iraqi officer a certificate of appreciation for his completion of the doctrine development program at Camp Phoenix, Baghdad, Aug. 22. Thirty Iraqi service members worked with American instructors for 10 months and wrote five different doctrine manuals for the Iraqi Army.
