    Huntington native and current Ona, W.Va., resident David "Mike" Barbour of the U.S. Army Corps of Engineers watches as contractors prepare polyethylene conduits that will hold a high voltage primary electrical line for temporary housing in Joplin, Mo. A total of 346 modular units will be installed in the next several months, beginning in late July.
