Maj. Gen. David G. Perkins, commanding general, 4th Infantry Division and U.S. Division-North, administers the Oath of Office to Col. Jeffrey Houston, the division's outgoing ranking chaplain, during a promotion and awards ceremony at Contingency Operating Base Speicher, Iraq, May, 2. In addition to his promotion to the rank of colonel, Houston received the Bronze Star Medal and the Meritorious Service Medal for his outstanding performance in service of U.S. Division-North service members deployed in support of Operation New Dawn and their Family members at home.
