Wind gusts up to 60 mph made covering the dikes more difficult, but the non-commissioned officer-in-charge of the project said that it was still progressing quickly due to the level of teamwork. About 75 Guardsmen were working to build a large ring dike around the area, a project that began yesterday afternoon.
