Javier Montoya sets up a flyaway kit Oct. 11, 2017, to provide satellite internet service inside a Mobile Emergency Operations Center (MEOC) from the 163d Attack Wing at March Air Reserve Base, to evacuees at Napa Valley College in Napa, California.
