U.S. Navy Petty Officer 1st Class Fredrica Johnson, Forward Operating Base Union III’s Equal Opportunity Committee leader, presents U.S. Army Col. Lillian Dixon, keynote speaker for the Women's History Month luncheon, with a certificate of appreciation during the observance at the Babylon Conference Center here March 31. Dixon was the first female to serve as the Fort Jackson, S.C., garrison commander; a position she filled from 2007 to 2010.
