Randal Dragon, the deputy commanding general for support with the 1st Infantry Division and United States Division-South, and Barry Kountz, the senior oil advisor with the Basra Provincial Reconstruction Team. The Iraqi Government-owned oil refinery has demonstrated its self-reliance in the last several months by manufacturing parts to repair its industrial wastewater treatment facility without American assistance.
