Italian Minister for Foreign Affairs Franco Frattini participates Dec. 4, 2010, in a plenary session on regional conflicts and outside powers with Dr. Abu Bakr Al Qirbi, minister of Foreign Affairs for Yemen, and Gen. James Mattis, commanding general, U.S. Central Command. The debate was part of the 7th International Institute for Strategic Studies Regional Security Summit, the Manama Dialogue at the Ritz-Carlton Bahrain Hotel and Spa. Frattini said, "Italy is convinced that security cannot just be provided by outside powers and armies. Security is not only about military capacity. It is also about institution building, ownership, social cohesion, rights and partnerships."
