Allen volunteered to help his shipmates aboard the Juniper after returning from oil-skimming operations Friday morning aboard the Coast Guard Cutter Elm. The Juniper, homeported in Newport, R.I., began oil-skimming operations off the Florida and Alabama coasts Friday.
