Jennifer Silbernagel, who has been serving in United ArabEmirates for the past two months. Jennifer was talking via Skype after she had the opportunity to witness her husband's surprise promotion at the North Dakota National Guard's Emergency Operations Center for flood response, which is at the North Dakota Air National Guard base in Fargo, N.D. Traver has been working the 12-hour night shift and had assistance from family with thecouple's young children.
