An engineer for the Director General of Water Distribution speaks with Maj. Johnny Workman, 1st Brigade, 1st Armor Division, about various issues regarding the Rashaad Compact Water Treatment Facility in the province of Kirkuk, Iraq, Dec. 6, 2009. Lt. Col.
