Builder 1st Class Carlos Hernandez from Underwater Construction Team One (UCT ONE) prepares the dive side in prepatarion for conducting structural and environmental surveys of Tactical Air Combat Training System (TACTS) towers for future demolition operations. TACTS towers were constructed in 1987 to provide aircrew training and performance evaluation in air-to-air combat but are now functionally obsolete.
