Rear Adm. P. Gardner Howe III, president, U.S. Naval War College, is greeted by Spencer W. Viner, president, Japan-America Society of Rhode Island, before delivering remarks at the opening ceremony of the 31st annual Black Ships Festival in Newport, R.I., July 18. The four-day festival commemorated the anniversary of the signature of the Treaty of Kanagawa between the U.S. and Japan, negotiated by Newport native Commodore Matthew C. Perry, and served as an opportunity to strengthen global maritime partnerships.
