The mayor of Riyadh, Mohamad Ahmad Hussein, gives a speech before guests invited to the ceremonial transfer of the Riyadh Train Station, formerly known as Patrol Base Howell, in Riyadh, Jan. 3. Patrol Base Howell was closed and turned over to the Iraqi government as the Iraqi and U.S. security agreement is starting to be implemented in the Kirkuk province.
