Michael Bevers, governance adviser for the North Babil embedded provincial reconstruction team and Laurie Miller, a member of the 4th Brigade Combat Team, 3rd Infantry Division Human Terrain Team, arrange a collage of data gathered from Soldiers at Forward Operating Base Kalsu on Nov. 20. Using a form of grounded theory, they organize the information into themes, looking for patterns that emerge. The team's research will help Soldiers and U.S. Dept. of State organizations improve how they assist Iraqi governments build capacity in the future.
