Retired Command Sgt. Maj. Harvey Reed and representatives from the 3rd Cavalry Regiment present retired Staff Sgt. Ryan Kelly with a commemorative plaque March 13 in Austin, Texas. Kelly lost his right leg from an IED blast while deployed with the regiment in 2003. A business and non-profit organization helped remodel Kelly’s home to facilitate his disability.
