Builder 1st Class James Griffiths assigned to Naval Mobile Construction Battalion (NMCB) 3's Construction Civic Action Detail (CCAD) in Tonga uses a hand ratchet to secure bolts for the steel frame of a 710 square-meter community hall and disaster response center.
