U.S. Marine Lt. Gen. John Wissler, Commanding General, III Marine Expeditionary Force, visits U.S. Marines as they work together to build a new classroom at the Beddeng-Mabanglal Elementary School in Zambales, Philippines on Oct. 6, 2014. The construction is one of many Humanitarian Civic Action events that led up to the Amphibious Landing Exercise 15 (PHIBLEX 15) which is an annual, bilateral training exercise conducted by the Armed Forces of the Philippines, U.S. Marines and Navy to strengthen interoperability across a range of capabilities to include humanitarian and civic actions, disaster relief and contingency operations.
