Honolulu Harbor in Hawaii is vulnerable to the tidal effects of the Pacific Ocean due to the lack of physical land barriers around the port. The state recognizes this and is partnering the U.S. military to shore up its capability in protecting residents and making sure supplies get to them in the event of a natural disaster.
