Philippine service members and U.S. Marines along with distinguished guests come together for the Amphibious Landing Exercise 15 (PHIBLEX) 15, Groundbreaking Ceremony at the Elementary School of Maoyon in Palawan, Philippines on Sept. 16, 2014. The construction is part of the humanitarian civic assistance program leading up to PHIBLEX, which is an annual, bilateral training exercise conducted by the Armed Forces of the Philippines, U.S. Marines and Navy to strengthen interoperability across a range of capabilities to include humanitarian and civic actions, disaster relief and contingency operations.(U.S. Marine Corps video by Sgt.
