    A presidential memorial service for Pres. Rutherford B. Hayes held Oct. 7, 2012, in Fremont, Ohio. Pres. Franklin D. Roosevelt started the practice of having military representatives place wreaths on his behalf at areas outside Washington, D.C. Pres. Lyndon Johnson set the official tradition on Aug. 11, 1966. These annual placements of presidential wreaths are held on or near the birthdays of deceased presidents and particular dates for memorials at the burial sites of former presidents, other famous Americans, or certain memorials of historical significance.
