    Provincial Reconstruction Team Farah Engages Key Leaders

    Provincial Reconstruction Team Farah

    FARAH CITY, Afghanistan – Members of Provincial Reconstruction Team Farah met key local leadership at the Provincial Council meeting here Thursday.

    U.S. Navy Cmdr. Thomas Sheppard, commanding officer of PRT Farah, Nancy Abella U.S. State Department representative, and Andrea Procopio, USAID field program officer engage key leaders to support local governance.

    “It’s an important meeting because on a regular basis the Provincial Council comes together to discuss issues in the province. They are actually going out there and getting input from the directors, they are getting input from the district governors, and they are checking on projects. We are really happy to hear that they are doing all these things. Being able to gather the word of what is happening in the province and take it to Kabul is a key part of government and being able to do that themselves is good to see,” said Sheppard.

    “The Provincial Council are the only elected officials in the province, so they have a responsibility to understand what’s going on among the people and communicate that to all levels of the government,” said Abella.

    The PRT’s mission is to support economic development and effective governance at the district, municipal and provincial level in Farah province in order to enhance the legitimate exercise of GIRoA authority and its ability to provide basic services to the people of Farah.

    “USAID and U.S. Department of State both are trying to mentor the Provincial Council to help them get going in the right direction,” said Abella.

    “USAID has a program that funds support for Provincial Council so we monitor and evaluate that program, but we also just work closely with the Provincial Council to make sure development in the province is happening,” said Procopio.

    “We found out that they did some really good work in the last week. Two provincial council members heard complaints about services being provided at the expanded hospital. The recently funded expanded hospital services were not living up to what people expected,” said Abella. “They went, they did an investigation, they had discussions with the relevant workers, and they are doing follow up, which is exactly what they should be doing.”
