    OKLAHOMA CITY, Okla. - The special emphasis programs director in the Performance Excellence Office of DLA Distribution Oklahoma City was selected as the 2011 DLA Outstanding Employee with a Disability.

    Pamela Circo Webb, who was diagnosed with fibromyalgia in May 1995, was nominated by her supervisor and selected from seven other nominees. She will be recognized Dec. 6 at the 31st Annual DoD Disability Forum in Bethesda, Md., and Dec. 13 at the DLA 44th Annual Employee Recognition Ceremony at the McNamara Headquarters Complex.

    “My initial response to learning that Pam had won the DLA Employee with a Disability Award was satisfaction,” said Thomas Wahpekeche, chief of the Performance Excellence Office. “Pam is not known as a hard-working person with a disability, she is known as a hard-working person.”

    Circo Webb said she was honored to be nominated for the award.

    “My first reaction to being nominated was, ‘Wow, they noticed all the things that I'm trying to do here at DLA. How sweet that they think I'm worthy enough to even compete,’” she said.

    Wahpekeche said he nominated Circo Webb because of her performance while serving as the Workforce Recruitment Program for College Students with Disabilities coordinator, culture/climate/diversity coordinator, unit emergency management representative and reservist coordinator as well as her work to install Z-150 phones for hearing-impaired employees.

    While serving as the government’s Workplace Recruitment Program’s central region intake specialist, she traveled to Dallas, Oklahoma City and Tulsa, Okla., to meet and interview 56 potential WRP students for the fiscal 2012 summer internship program.

    As chair of the Diversity Celebrations Committee, the employee group that hosts diversity luncheons for the six federally recognized diversity awareness months, Circo Webb coordinated speakers and events for each of them over the past two years. The committee’s efforts have resulted in positive workforce and community feedback and media coverage.

    Circo Webb’s work ethic as the unit emergency management representative led to DLA Distribution Oklahoma City’s recognition as a best industry practice for accounting for employees during emergency situations.

    Her role as the reservist coordinator secured an additional 4,800 reservist man hours for fiscal 2011, which was double the number from fiscal 2010. Circo Webb served as local liaison for the reservists, ensuring each unit had its training needs met and was providing mission-essential support during training at DLA Distribution Oklahoma City.

    Circo Webb said she thinks the accomplishments that earned her the award were her duties as the reservist coordinator, workplace recruitment program coordinator and diversity coordinator.

    “I'm a perfectionist. Whenever I receive a new program to run, I just keep making improvements until I can't think of anything else to make it better. I felt very humbled to be selected for this award,” she said.

    When it was necessary, Circo Webb also worked in the warehouse, receiving materials for processing, identifying parts, stowing, packaging, shipping and breaking down kits, in addition to her other duties.

    Circo Webb was hired as an intern through the Workforce Recruitment Program for College Students With Disabilities in summer 2009 and hired as a full-time employee at the end of her internship. During her two years as a federal employee, she has earned nominations and awards recognizing her job performance.

    She was nominated as Tinker Air Force Base, Okla.’s 2009 Civilian of the Year in the rookie of the year category and as the Oklahoma Federal Executive Board’s 2011 Employee of the Year for outstanding diversity contributions. Circo Webb earned four employee of the month awards, as well as seven on-the-spot awards for excellence.

    Circo Webb earned a bachelor’s degree in organizational leadership and a master’s degree in business management from Southern Nazarene University in 2000 and 2002, respectively. She is currently writing her dissertation for her Ph.D. in educational psychology and expects to have this degree conferred in May.

    As an active member of her community in Tulsa, Circo Webb teaches college courses in education, business and psychology and volunteers for projects related to the reduction of domestic violence. She said she also enjoys helping people of all ages pursue their educational dreams and start new careers upon graduation.

    “I have always loved America, people and work, and it thrills me to do whatever I can to help people improve their lives,” she said.
