    Kandahar governor, coalition forces attend Zharay shura

    KANDAHAR PROVINCE, Afghanistan – Dr. Tooryalai Wesa, governor of Kandahar province, along with district sub-governors, provincial council members, and coalition forces, attended a Governance, Reconstruction, and Development shura April 27 in Zharay district.

    The district sub-governor opened the meeting by announcing GR&D accomplishments over the last 12 months and detailing the current needs of the province. The GR&D meeting provides the groundwork for the direction Kandahar province is heading. Acknowledging the weaknesses of the province makes the process of improving the current conditions simpler.

    District development areas have shown a 70% improvement in areas of governance, the staff has increased, and agriculture progression shows 9,000 farmers have been trained. All these accomplishments have been obtained in the last 12 months, with the district and provincial governments managing the majority of the provinces problems with minimal assistance from coalition forces. All of this progress is a massive effort to legitimize Government of the Islamic Republic of Afghanistan.

    “I am asking for your support and cooperation with enhancing our province and contributing to the growth of Kandahar,” said Wesa. “Support the International Security Assistance Forces and thank them for providing us with the structures and mentorship this province needs in order to progress.”

    Prominent issues addressed included a need for local police, lack of schools and qualified teachers, and health issues throughout the province

    “I give my word I will have more qualified teachers in the education system during the upcoming summer months and give them the standard salary” said Wesa.

    With the profuse rise in health issues in the province the residents are frustrated as to why more health clinics aren’t being constructed.

    “Most districts have more than one clinic,” said Abdul Popalzai, provincial public health director,” we realize the need for more clinics is pressing, but for now we have to utilize the resources we have available.”

    The shura was attended by top U.S. Army officials; U.S. Army Brig. Gen. Kenneth Dahl, deputy commander of 10th Mountain Division, Regional Command South based out of Fort Drum, N.Y., and U.S. Army Lt. Col. Roberto Garcia, the civil-military operations center director for the Kandahar PRT-Military from Chicago, to show and help connect the government to the people.

    “This time last year, there wasn’t any movement on some of the roads in the province, said Garcia. Now, residents can move freely on the roads which is success; especially with GIRoA in the lead with little assistance from ISAF.”
