    BAGHDAD – NATO Training Mission – Iraq Training and Equipment Synchronization Cell together with Iraqi security forces training coordinators conducted the NATO "Out of Country Conference” on the Iraqi MoD M7 base on Nov. 14, 2010.

    The purpose of this event was to present and seek Iraqi confirmation of the statement of requirements and course catalog 2011 in order to establish common situational awareness and understanding, and agree way ahead, and the development of an Iraqi self-sustaining capability with regard to NATO facilitated training.

    Col. Wlodzimierz Kulagin, the NTM-I TESC commander, describes the current situation and program for the future regarding the "Out of Country Courses.”

    "I'm sure this conference is very important for better understanding of any training-related topics and the future development of any Iraqi self-sustaining capability with regard to NATO-facilitated training”, said Col. Kulagin.

    The Iraqi side was especially interested in the SOTR planning process because in the nearest future the Iraqi training coordinators will be responsible for the OOC training.

    sBG Khaleed Albayati, M7 training coordinator, also mentioned the highly importance of the OOCC for the ISF.

    "Day by day we're gaining more and more external experience for developing our security forces. The progress what we're getting from NATO educational facilities and Centers of Excellences is priceless”, said sBG Albayati.

    The participants unanimously stressed the unique opportunity this conference provides on the future OOCT issues, and support the need for a joint Iraqi OOC training mechanism. The participants expressed their understanding and concern for the OOC funding situation, and their constructive willingness to find a funding solution for 2011.

    At the end of the conference, the ISF training coordinators received the course catalogs for the 2011 OOCC.
