    Shura convenes to discuss bazaar in Paktiya

    KABUL, Afghanistan – A shura took place at Combat Outpost Tsamkani with 45 elected officials as the Tsamkani district Afghan social outreach program convened, Dec. 18, to discuss economic development and improvement of the local bazaar.

    The bazaar in Tsamkani serves as a major economic center for the region. Between 1,500 and 2,000 businesses operate there with farmers using the market to sell their harvests and livestock.

    The shura coordinates with nongovernmental organizations, provincial reconstruction teams, and the Afghan government to develop infrastructure and construction projects. They also provide a legal reconciliation process, through GIRoA to settle land disputes, a legal issue Afghans commonly face.

    “If you treat a wound, it will heal soon. If you ignore it, it will fester,” said the program’s shura chief Ghazi Mangyar. “If you have improvements at the bazaar you will have improvements all around in surrounding areas.”

    The shura will begin planning to select sites for parking lots, and creating and maintaining a waste management program.

    U.S. Army 2nd Lt. Benjamin Fradette, Paktiya Provincial Reconstruction Team member, said by having the shura work to improve the economic viability of the district, the people of Tsamkani will have more reason to reject the Taliban.

    “You're going to see stability starting to arise from concentric circles from outside the district and the bazaar,” Fradette said.
