JOINT BASE MCGUIRE-DIX-LAKEHURST, N.J. – The reins of the 99th Regional Support Command were handed to a new leader during a change-of-command ceremony held at Doughboy Field on Oct 3.
Approximately 400 soldiers and family members braved a New Jersey fall day and welcomed the incoming commander, Brig. Gen. (P) William D.R. Waff, who accepted the historic colors from Lt. Gen. Jack C. Stultz, Chief of the Army Reserve and commanding general of the United States Army Reserve Command, who officiated the 99th’s first change-of-command ceremony.
Outgoing commander Maj. Gen. William Monk III served 48 months as the commanding general of the 99th RSC. During his tenure, he oversaw the reorganization and redesignation of the 99th Regional Readiness Command, headquartered in Coraopolis, Pa., to the 99th Regional Support Command, headquartered at Fort Dix, N.J.
He was an integral part of restationing facilities in the Northeast region as a part of the 2005 Base Realignment and Closures Act allowing the Department of Defense to save millions in sustainment, renovation and modernization funds on old, outdated facilities and focus those monies instead on other critical needs to better support military forces.
Monk acknowledged that he could not have done it without the love and support of his wife of 34 years, Patty, who has been with him every step of the way.
“She has never faltered in her support of my Army career,” he said. “Without a doubt it’s her love as well as my daughters…Jennifer and Jackie … who gave me the foundation of becoming a good Solider and made it possible for me to continue to serve.”
Upon completion of his tour, Monk will serve as the Military Deputy, Assistant Secretary of the Army, Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology at the Pentagon in Washington, D.C.
Waff joins the 99th from the U.S. Army Human Resources Command where he served as the deputy commanding general. He began his military career by attending the Virginia Military Institute and later the University of Mississippi, graduating magna cum laude in 1976 with a bachelor degree in music.
Some of his previous assignments include being selected as the executive officer of the Military Enlistment Processing Station located at Fort Jackson, S.C.; commander of the 1485th Logistics Support Battalion, located in Arlington Heights, Ill., and commander of the Second Simulation Exercise Group, 1st Brigade, 85th Division (Training Support), Fort Sheridan, Ill.
His decorations include the Legion of Merit with one Oak Leaf Cluster, the Meritorious Service Medal with four Oak Leaf Clusters, the Joint Service Commendation Medal, the Army Commendation Medal with three Oak Leaf Clusters.
The 99th RSC provides administrative, logistical, facilities management and other base-operations support to all Army Reserve soldiers, units and properties in the northeast region of the United States. More than 46,000 Soldiers, 400 Headquarters and 300 facilities are located in the 99th’s 13-state area of responsibility that stretches from Maine to Virginia.
