    US Second Fleet, Joint Operations and Plans Holds a Change of Command

    NORFOLK, Va. – Navy Reserve Commander, U.S. Second Fleet, Joint Operations and Plans conducted a change of command and awards ceremony in the C-9 Auditorium on Naval Station Norfolk, Nov. 6.

    Capt. Billie G. Dunlap relieved Capt. William J. Hollman, as C2F JFMCC/JT OPLANS commanding officer.

    The guest speaker for the ceremony was Rear Adm. Scott Sanders, Second Fleet deputy commander.

    Before the ceremony began, Hollman recognized 12 members of his staff with Navy and Marine Corps Commendation Medal’s for all their hard work over the past two years.

    The change of command ceremony began with Sanders highlighting Hollman’s leadership and guidance while in command.

    “Hollman will exceed where ever he goes because he not only succeeded here, but he has raised the bar,” said Sanders.

    Hollman, a 1982 graduate of Marquette University, assumed command of C2F JFMCC/JT OPLANS in 2008. During that time, he served as the Maritime Component Commander in Trident Warrior/Operational Level of War Command and Control 09 and the Reserve Component Lead in PANAMAX 2010.

    Sanders also spoke highly of Hollman’s involvement during PANAMAX.

    “During PANAMAX 2010, the way information fed through his command from the three-star down to the first class, he kept things flowing. It is not one of those things you teach people, it is just a sign of a good leader,” said Sanders.

    After Sander’s remarks, he presented Hollman with the Legion of Merit for his outstanding performance as commander of C2F JFMCC/JT OPLANS. Hollman then read his orders. Dunlap then followed by reading his orders. Sanders received the report of relief from Dunlap, making the change of command official.

    Dunlap comes to C2F JFMCC/JT OPLANS from Naval Reserve Commander, U.S. Seventh Fleet where he served as training and exercise warfare cell officer in charge.

    “I am truly honored to be selected for this command and to be following such a fine officer such as Capt. Hollman,” said Dunlap. “My pledge to all of you is I will lead from the front and provide all of you the opportunity to succeed.
